The forum brought together experts and scholars from renowned universities and research institutions to discuss theoretical innovations and practical pathways for new productive forces, providing new perspectives and insights for high-quality development.

Lin Yifu gave a speech, highlighting that new productive forces are innovation-driven, encompassing the high-end and intelligent transformation of new energy, advanced manufacturing, and traditional industries. Under the interplay of "effective markets" and "active government," regions should leverage their structural advantages to convert potential comparative advantages into market competitiveness.
Tang Lixin made a speech, emphasizing that intelligent industry should meet the national strategic demands for industrial intelligence and green development. He noted that data analysis is the core driving force, and systems optimization serves as the foundational theory, proposing specific methods for the deep integration of data analysis and optimization.
Wu Xiaoqiu delivered a speech, addressing the significant challenges facing China's economic development since the reform and opening up, he stated that stimulating economic growth and allowing securitized financial assets to rebound is an effective way to increase consumer income.
Zhou Hanhua pointed out that new productive forces are characterized by quantized development and exponential growth, with the rule of law playing an important role. However, new productive forces pose challenges to the traditional legal system, necessitating a transformation of legal paradigms. The key lies in establishing a new paradigm for artificial intelligence law, coordinating relationships between different paradigms, and advancing comprehensive reform.
Ma Feicheng pointed out that in the digital intelligence era, research in the humanities and social sciences has new connotations, new characteristics and trends, while paradigms and methodologies need to be innovated. He took the construction of Wuhan University's Intelligent Computing Laboratory for Cultural Heritage and the Smart Decision-Making and Innovation Space Laboratory as examples to introduce relevant achievements in digital technology and practices that promote innovation in the humanities and social sciences, addressing the challenges and measures encountered on the path to high-quality development.
Li Gang announced the Comprehensive Index of Vitality for High-Quality Development. This index, developed based on the "Luojia Digital Think Tank Platform," comprehensively measures the vitality level of regional economies, aiming to provide data support for governments in formulating regional policies and assisting in high-quality economic development.
The forum also featured three parallel sessions. Fan Conglai from Nanjing University and others delivered speeches on "High-Quality Development of China's Economy Driven by New Quality Productive Forces." Xu duoqi from Fudan University and others scholars gave speeches on "Legal Guarantees for High-Quality Development Empowered by New Quality Productive Forces." Huang Ru Hua from Wuhan University and others presented speeches on "Development of New Quality Productive Forces in the Digital Intelligence Era."
