From August 26 to September 9, the second session of the Preparatory Committee for the negotiation of the conservation and sustainable use of biological diversity in the waters off the national jurisdiction of the United Nations was held at United Nations headquarters. Professor Qin Tianbao, director of the Research Institute of Environmental Law and professor of the Collaborative Innovation Center for Territorial Sovereignty and Maritime Rights took part in the negotiation as the legal adviser of the Chinese delegation.
The meeting attracted the attendance of representatives from more than 100 countries and 20 inter-governmental international organizations. The Chinese delegation was headed by Mr. Ma Xinmin, Deputy Director of the Department of Treaty and Law, and the delegation members came from the Ministry of Foreign Affairs, State Oceanic Administration, Third Institute of Oceanography of the State Oceanic Administration, Wuhan University and other units. During the meeting, Professor Qin Tianbao worked closely with the whole group, providing timely and accurate legal advice to the delegation, and was highly acclaimed by the delegation.
Professor Qin Tianbao has long been engaged in the relevant legal and policy research of land and marine biodiversity. He had submitted a number of advisory reports and advisory opinions to relevant state ministries and departments, and provided theoretical support for the relevant national legislation and international negotiations. Following his participation in the Conference of the Parties to the United Nations' Convention on Biological Diversity in 2014, this is another important negotiation of international environmental conventions he took part in.
