Professor Huang Zhixiong Made a Trip to Estonia for Academic Exchange

At the invitation of NATO Cooperative Cyber Defense Centre of Excellence (CCDCOE), Professor Huang Zhixiong attended the 7th International Conference on Cyber Conflict held in Estonia from M ay 27^th to 29^th and delivered a speech entitled Countering Cyber Warfare with a War on Cyber Warfare?—Some Comments on the Jus ad Bellum Part of the Tallinn Manual at the seminar of “Tallinn 2.0”. He talked about some content in the book Tallinn Manual on the International Law Applicable to Cyber Warfare, the one compiled by CCDCOE and published by Cambridge University Press in 2013 and pictured the new Tallinn manual which was currently edited for peacetime cyber actions. Huang was the only Chinese expert among the 20 members of “ Tallinn 2.0” international expert panel. ( Institute of International Law )
