On March 30, the "Social Security Comprehensive Management Legislative Seminar" closed-door meeting of the Central Committee for Comprehensive Management was held in Beijing. As the only participant from University in Central and South China, Professor Kang Junxin from the School of Law was the first to speak at the meeting.
In his speech, Professor Kang points out that legislation of Social Security Comprehensive Management Law must pay attention to scientific legislation, uphold the party's leadership of legislation to ensure law enforcement and support the principle of justice. We have to solve four major problems: in terms of legislation positioning, we have to properly handle the relationship between the Party and law, and properly sort out the relationship between the Politics and Law Committee and governments and the relevant law enforcement bodies; in terms of the legislative model, we have to clarify that this is a social law rather than sectoral laws, therefore we need to adopt integrated legislative model; in terms of legislative operability, we have to ensure the convergence with other relevant legislation, establish and improve supporting measures; in terms of the legal responsibility, we need to put in place a mechanism where we have smooth civil, administrative and criminal convergence and channels, and multi-level accountability system, which gives full play to the last protection function of criminal law.
In 2015, Professor Kang Junxin was entrusted to draft the legislative proposals and draft, which were submitted to NPC and CPPCC in 2016. It is learnt that the Social Security Comprehensive Management Law will be launched in 2017.
