Advisory Report of WHU Instructed by Government Leaders

Recently, Liu Yandong, CPC Central Committee and Vice Premier of the State Council, and Yang Jing, State Councilor and Secretary-General of the State Council, gave instructions to the advisory report Major Language Problems Facing Our Country in Global Competition and Solutions submitted by Professor Zhao Shiju, director of the National Institute of Chinese Language Matters and Social Development of Wuhan University. In his written instruction, Vice Premier Liu Yandong raised specific demands on the construction of language capacity from the national strategic height, and indicated that we should build our national language capacity in accordance with our national power. This is a new breakthrough made by National Institute of Chinese Language Matters and Social Development following the 2014 "Building National Language Think Tank System and Serving National Strategies and Social Needs", which was also an advisory report given instructions and adopted by the Ministry of Education and the State Language Commission leaders.

In Major Language Problems Facing Our Country in Global Competition and Solutions, it is stated that with the acceleration of globalization and informationization, language has become an integral part of the state hard power and soft power. The report analyzes a large number of domestic and international cases and data, comparing China’s language capacity building with that of other relevant countries, and it also analyzes the current situation of our language cause. It suggests that the shortcomings of our language capacity development are appearing gradually, which has affected our national development to a certain degree, and there also exists some potential security risks, so we need to vigorously promote the national language capacity building to effectively respond to the language demands, opportunities and challenges.

National Institute of Chinese Language Matters and Social Development attaches great importance to practical language issues that is closely related to people's livelihood. In July 2015, the State Language Commission officially identified the Institute as one of first two pilot units of national language think tank.
