Professor Qin Qianhong Took Part in the Seminar Discussing Life-long Environmental Responsibility for Cadres

On July 1, a leading group of the central government, which aims to pursue comprehensive reform, has deliberated and adopted the “measures to investigate and affix the compensation responsibility of ecological environment damage for Parties government leaders and cadres (trial measures) ”. Previously, the Organization Department of the CPC Central Committee and Ministry of Environmental Protection held a seminar in Beijing, soliciting opinions from experts and scholars. Professor Qin Qianhong from the School of Law of Wuhan University was invited to this seminar as the only expert representative of university in the central south region. During the seminar, the suggestions put forward by Professor Qin on this draft were valued by relevant departments, some of which have been adopted.

Professor Qin said that with the increasing intensification of ecological contradictions, it is getting more and more difficult to implement the environmental protection responsibility. Therefore, it is very meaningful and important for the environmental protection causes to clarify the responsibilities of leaders and cadres at various levels in terms of the decision-making, implementation and supervision. According to this trial measures, leaders and cadres will be held life-long responsibility for ecological environmental damage, regardless of whether he/she is transferred, promoted or retired.
