On September 19th, Professor Marijn Janssen from the Delft University of Technology in the Netherlands made an academic report entitled “Digital government trends and research” at the 302th Luojia Lecture.
Marijn Janssen first explained through multiple examples that data, algorithms and automation can make government more intelligent. At the same time, he introduced nine challenges of big data: data sources are inaccurate; information quality is uneven; data is difficult to interpret; data is misinterpreted; data collection is incomplete; data collection is wrong; multiple combination of data; the more combination of data, the more complex and dependent the data combination; and data fraud. Therefore, the detection of data authenticity is particularly important. In addition to data, artificial intelligence and algorithms also present risks: the algorithm may deviate from expectations due to deviations or incorrect modifications of the data, causing the results to be misleading to the user. Finally, Professor Marijn Janssen pointed out that for data, it does not mean the more the better. The quantity of data does not represent the quality of the data. Data explosion will confuse users with redundant information and distort their perception of reality. Therefore, if organizations want to make right decisions, they must develop the ability to identify, rationalize, and properly utilize all available information.
