The paper argues that the integrity of greenhouse gas emissions data is critical to assessing the progress of countries' commitments under the Paris Climate Agreement, especially in developing countries, where the establishment of reliable greenhouse gas emissions measurement, reporting and verification systems is a challenge.

The paper also uses the econometric model to conduct a number of tests to check whether there was any evidence that anyone had deliberately misreported or colluded with the verification agency during the data reporting and verification process. The evidence was not found in the study.
