[Scientific Research Institution] The 7th Anniversary of the Establishment of the Research Base for National Cultural and Fiscal Policy of Wuhan University Was Held in Beijing

On March 14, the 7thanniversary of the establishment of the Research Base for National Cultural and Fiscal Policy of Wuhan University was held in Beijing. Experts from various cultural departments gathered together to discuss the results of seven-year development of the Base and made plans for the Base development in the next phase.

At the meeting, Prof. Shen Zhuanghai, Deputy Secretary of the WHU Party Committee, delivered the first speech. He summarized and highly praised the work of the Base during the past seven years. First, establishing an interdisciplinary team. The Base focuses on cultural and fiscal research, bringing together research forces from humanities, social sciences, and computer science etc.; Second, putting in place a long-term mechanism. A long-term mechanism has been established with effective results in such areas as team building, academic research, national strategy service, and culture development service. Third, engaging in down-to-earth research. As a professional cultural think tank, the Base strives to innovate research methods and scientific research organizational forms, and has produced a number of important theoretical and practical results that directly serve the needs of the reform and development of the cultural industry.

Prof. Chen Bo, Deputy Director of the Base, stressed that in the next five years, the Base will rely on the co-construction platforms to continue to build a new type of think tank in the cultural field and strive to build a high-level research institute in a world-class university.

Prof. Fu Caiwu made a keynote speech entitled “Some Thoughts on the Frontier Issues of Cultural and Fiscal Policy Research in the New Era”. He closely followed the hot and difficult issues of national cultural reform and development, and put forward 11 key future research priorities for the Base from the perspectives of macro strategies and policy strategies.

In his speech, Ye Yanlin, Deputy Director of the Department of Culture of the Ministry of Finance, put forward theoretical and policy issues on how to further meet the requirements of the new era, pay attention to major needs of cultural development and reform, and coordinate the integrated development of public culture and cultural industries.

Wang Mingliang, Deputy Inspector of the Finance Department of the Ministry of Culture, talked about his personal experience during the seven years working in the Base. He believed that the Base development has its own ideas, characteristics, and effect. The next step should be to further highlight the focus of the Base, focusing on cultural and tourism integration, the promotion of cultural and fiscal performance, the strategy of rural revitalization, and so on.

Yan Dongsheng, Deputy Director of the Fiscal Department of the Ministry of Culture, stated that after seven years of construction, the Base has created a new situation in cultural and fiscal research in the cultural field, and to a certain extent has created a new model of combining theory with practice.

In the end, Ma Qinlin, Director of the Fiscal Department of the Ministry of Culture, gave a concluding speech. She summarized the function positioning of the Base from macro, meso, and micro perspectives, and combined with the positioning of the base, she proposed plans for future development of the Base.

The convening of this summary meeting further promoted the development of the country’s first-class professional think tanks.
