On the afternoon of October 21st, at the sub-forum “International Rules for Cyberspace: Practice and Exploration” of the 6th World Internet Conference, the “Web Sovereignty: Theory and Practice” outcome document was published for the first time. The result was jointly completed by Wuhan University, China Institutes of contemporary International Relations and Shanghai Academy of Social Sciences.
The document defines and elaborates the concept, principle and practice of network sovereignty in the information age, and clearly states that network sovereignty is the natural extension of national sovereignty in cyberspace. It is hoped that under the UN framework, countries will strengthen communication based on the basic principles of equal consultation, seeking common ground while reserving differences, and mutual benefit. On the basis of safeguarding the national network sovereignty, the international rules of cyberspace and the national code of conduct can be formulated, which will become a new issue facing the international community.
