【Scholars News】Professor Huang Ruhua's Research Group Helps the Ministry of Culture and Tourism Formulate Industry Policies

On April 13, the Ministry of Culture and Tourism issued the "Administrative Measures for the Disposal of Document Information in the Collection of Public Libraries". Huang Ruhua, professor of the School of Information Management of Wuhan University and deputy director of the library, presided over the project "Document Information Disposal System in Public Libraries", which is a project commissioned by the Ministry of Culture and Tourism and is completed together with the School of Information Management of WHU, National Library Research Institute and Hubei Provincial Library. The research results of this project provided important academic support for the formulation of this Administrative Measures.

The "Public Libraries Law of the People's Republic of China" implemented in 2018 stipulates that "public libraries shall properly preserve the literature and information in their collections and shall not dispose of them arbitrarily; if it is necessary to dispose of them, they shall abide by the regulations of the cultural department of the State Council on the disposal of literature and information." That being said, we has always lacked a national policy for the disposal of library collections. To this end, the research group investigated the literature information disposal system and practice of public libraries at home and abroad through research methods such as relevant literature research, policy text analysis, expert interviews and questionnaire surveys, and analyzed the problems and needs of the construction of my country's public library literature information disposal system, and submitted the "Research Report on the Disposal of Document Information in Public Libraries" to the Ministry of Culture and Tourism.

On the basis of the“Research Report on the Disposal of Documents and Information in Public Libraries”, the Ministry of Culture and Tourism, together with the National Library Research Institute, set up a drafting group for the "Administrative Measures", invited experts from the national library science and industry, asset management and other related fields for many times for seminars and feasibility discussion, and finally formed the "Administrative Measures for the Disposal of Document Information in the Collection of Public Libraries". The promulgation of this Administrative Measure will help change the long-term unfounded situation in the disposal of literature and information in public libraries at all levels across the country, help public libraries optimize the structure of their collections, improve the overall quality of literature, and ease the problem of library collection space shortages.
