"Thousand Talents Program" Ben Boer Published a New Book


    Professor Ben Boer from our university, who is listed on the national “Thousand Talents Program”, published a new English book entitled The Mekong: A Socio-legal Approach to River Basin Development by Routledge Press as the first author.


    This is another book of Professor Ben Boer published by world-renowned publishing house, following the Environment Law Dimensions of Human Rights published by the Oxford University Press in the first half of 2015.


    This book studies in detail an international river from the social and legal perspective. The social and legal analysis adopted in this book has provided a new perspective in solving the conflict of governance in the Mekong River Basin. The author lists some legal doctrine and pendent legal argument to explain the outstanding versatility and phenomena of the Mekong River Basin, including hydropower development in the river basin, endeavors to stop the prolonged “one-man show” behavior by some individual countries, and measures taken by ASEAN to resolve the conflict of navigations. They also raised some doubt on the common assumptions about the relationship between law and development. The book also reveals some important issues, such as the global crossover phenomenon of public power and private rights and water governance effectiveness. With the current debate on the waters governance escalating and conflicts approaching, these problems are imminent for those rivers, especially for the river flowing through many countries.
